Oh, they exist. A whole party turned to Diplomancy in a capitol city's political arenas can be pretty interesting, done right.
I actually made a party for that, once; maybe someday I'll run their campaign with them as premades for newbies. Human Cleric of Pelor with the Leadership feat granting a Rogue/Avenging Executioner little sister cohort and a church's worth of followers to compensate for substandard physical stats, a katana-chucking half-orc Knight/Warblade/Bloodclaw Master bodyguard (in case of combat, plus to handle Sense Motive (can't remember how I got him that as a class skill, but I did), an elf wizard with the Keen Intellect and Master Linguist feats, and an outcast Goliath Artificer magically disguised as a dwarf to supply magic items. 'Course, their villain's even more cheesed up.
